And what are the legal ramifications (if any) that would follow?
The characters are all original, the locations are somewhat differed from the original, and only technology remains pretty much the same.

The legal ramifications would be that the author of the original would sue you. You would require permission from them and since most popular characters are trademarked, you would have to pay a licensing fee, which could be quite expensive. Fan fiction is just for fun. It is a good way to get you started writing, but sooner or later you have to learn to stop leaning on other authors and finding your own ideas and characters. Pax-C

I agree 100% with the answer you already have received. Be aware, though, that if you’re really pleased with what you’ve written, it might very well be possible to change enough that even those readers who know the original source material well would not recognize that your work began as fan fiction.

You’ll want to change recognizable characters and setting at a minimum. Maybe the handsome hero becomes a scrawny girl, or a woman in a wheelchair. Maybe present-day England becomes 1920s Vancouver. Like that.
